Detailed Walkthrough

Tower

When you talk to a beggar in the Eleven Gardens or Market districts of the Imperial City (the ones with entrances to the North Watch Tower), the "Girl rumor" topic will inform you that a Mountain Rider was seen going into the watch tower, but she hasn't come out. If you enter the tower, and sneak through the barracks up to the Captain's quarters, you'll find the girl.

There are six watch towers, all with Captain's quarters on the top floor, but there are only three watch Captains that occupy them, in the NE, NW and South towers. The other three are unused, and somewhat in an abandoned state of repair. Claudia has been given temporary use of the North Tower's Captain's quarters, so she doesn't have to bunk with the men. Or rather, so that the Captains have her to themselves. She's finished her training, and is just waiting for the delivery of her bear from Skyrim, so that she can take up her patrol duties, but it hasn't turned up yet.

Delivery

After talking to any Guard Captain, or the current Commander, and having them deny any knowledge of white bears, you realise that something's not right. Sneak into the Legion Offices in the Prison District. If you can't pick the Very Hard lock on the office door, and don't have the key from any other quest, then you can ask Claudia to get it from one of the Captains. You'll find a delivery note in the Captain's desk there, that tells you the bear has been waiting for collection for some time, and the Captains have been keeping this information from Claudia.

Talk to her and she'll tell you about the Captains. She knows the cave where you have to collect the bear, and she wants you to take her there as soon as possible. The courier is expecting payment, which you did NOT find with the note.

Amulet

When you reach Sky's Edge Cave to collect the bear, the courier, Jokull, tells you that an Ogre stole his Amulet, and he needs you to retrieve that, as well as paying him his 500 septim fee. Fortunately the Ogre is still in the vicinity of the cave and has the amulet. Bring it back to him in the cave, and then speak to Claudia about her patrol duties to complete the quest.

5 A beggar told me a young girl, one of the Imperial Mountain Riders, was seen going into the North Guard Tower recently, but she hasn't come out again. I should investigate.
10 I met a young Redguard, who says she was recruited to be an Imperial Mountain Rider. She's supposed to be riding a snow bear on patrol in the high mountains, but she doesn't have her bear yet. She's asked me to find out what's delaying her getting one. I should ask one of the guard Captains about it.
20 The guard Captain denied all knowledge of any order for a bear. Somebody is not telling the truth, and I don't see what the rider has to gain from lying to me. On the other hand, the Captains have a pretty young girl who's trained to take orders. hidden away in a watchtower... I think I see what's going on, and I'd better do some more investigating.
22 The door to the Legion Office is locked, and I can't pick it. I'll talk to Claudia again and see if she has any ideas.
24 Claudia is going to try to get me a key to the Legion Office. I should come back tomorrow during the day.
26 It's time to go back to Claudia and see if she has that key.
28 Claudia has managed to get a key from one of the Watch Captains. I can go back to the Legion Office now.
30 I entered the Legion offices and looked around a little, and found a note saying the bear was waiting in Sky's Edge Cave near the border. The merchant will expect payment when the bear is picked up. I wonder who pocket the gold for that? I'll speak to Claudia again, and see if she has anything more to tell me.
40 I need to take Claudia to pick up her bear at Sky's Edge Cave. The courier was promised 500 gold for his services, but he's been waiting there a lot of extra time. I wonder how much he'll want now.
50 We have arrived at Sky's Edge Cave. I hope the courier and the bear are still here!
60 The bear was at the cave all right, but I fear we have more to do. Jokull wants his amulet back, so we have to try and find the Ogre that stole it from him.
70 I found the Ogre who stole Jokull''s amulet and he still had it with him. Now to take it back to the cave and return it to its rightful owner.
80 I have returned Jokull's amulet, but he still needs his 500 gold fee.
90 Jokull has been paid, and he has his amulet back, so now we can all get back to work.
100 0Yes Claudia has her bear, so she can start her patrol duties up here in the mountains. Perhaps I'll see her when I'm back in this area.
