Cyndil is the Bosmer archer who was granted the Bow of Shadows by Nocturnal. She entered an Oblivion gate somewhere in Morrowind, but failed to close it.
The Dremora were sufficiently impressed by her, (either by her prowess with a bow, or something else), to lobby Dagon to restore her to life. When she refused to join him, he cast her the mercy of the Dremora (who have none).
When the player finds her, she is chained to a wall in the Sigil Tower on one of Dagon's Islands. Her armor and bow are where she dropped them, as the bow repels the scamps who would normally collect the equipment of fallen foes.
Notes
- She'll only look like the picture if you remember to bring her armor. You can't wear it, only give it to her when she's rescued.
- After you return her to Evergloam Castle, she takes up residence in the guest room, and changes her outfit to something similar to that worn by Nocturnal.
