Depending on whether you also have the Rumple Mod active, either Taminwe or Marghak will tell you about the cults of Dibella that have been springing up around Tamriel. They don't appear to be the usual ones, where young women explore their own eroticism, but a more sininster variety that may be crossing the line into prostitution, and probably using spells to coerce the women into it.
Voluntary prostitution is the sole domain of the Guild of Prostitutes, and strictly regulated. Using drugs, spells or alcohol to obtain sex is just rape, and totally illegal. There's one of these cults in a cave near Bravil, that can be investigated without setting off any alarm to the others.
The cave itself is north-west of Bloodmayne cave, and south of Weynandawik. It contains a large statue of Dibella, posed the same as the one in Anvil, but less clothed, as befits an erotic cult. The priestess and acolytes aren't wearing a lot either. The acolytes' garb is just revealing, but the priestess is dressed to draw attention.
The priestess, Alinwe, will send you on a search mission to Fort Irony to look for a silver phallus that they use in their initiation rites. The Goblins don't actually have it; she's just trying to get rid of you, but they do have some Shadowbanish Wine, if you're doing that quest.
When you return to the cave (or if you don't bother going to Fort Irony) look around the upper level, above where you entered. In one corner there's a passage to the sleeping chambers, and in the other, a rope pull will reveal a small prison cell behind a moving rock wall. There's another woman chained to the wall behind it, and she'll tell you the truth about the cult. When she does so, the others will notice, and you'll be attacked. The women all have summon daedra spells, and bound weapons. The priestess is your target, as the others are essential, and will stop fighting you when she dies.
With the priestess dead, Mariette, the woman you freed from the prison cell, will come and take the priestess' garment and announce that she's taking her position, too. She'll have you take the key from Alinwe's corpse, and go look in her room for the phallus.
When you return with it, she'll install it on the platform behnd the statue, for ceremonial use.
