The Mania Gate is on the North coast of Mania, mid-way between Brellach and Cylarne. Syl will have marked it on your map.
A trio of Aureals will be waiting near the gate, and may be in combat with Daedra from the gate when you arrive. The leader is Aurmazl Kaneh, the Aureal captain from Cylarne, who was either killed or sacrificed herself there in the Flame of Agnon quest. She has returned through the Wellspring at Brellach.
When you talk to her, she will tell you that she was surprised to return to an intact Realm, and explain what usually happens after the Greymarch, when Jyggalag becomes Sheogorath again.
Kaneh is essential this time, and can probably handle all the Daedra on her own. It's a realtively simple run to the Sigil Tower on the surface (no Oblivion Tunnels) and the Tower itself is always the Dread Refuge. When you clear the Sigillum Sanguis, Heidi will suggest that instead of just taking the Sigil Stone and closing the gate, you should instead replace it with a Heart of Order. You've either inherited a piece of Jyggalag when you became the new Sheogorath, or at least have the powers of his Priests to taint the Deadlands with Order. That might make Dagon reflect a bit on what he's started.
Do so, and order crystals will start to appear. The flame will change to a purple one, and the sky will change to grey. Retrace your steps and exit the Gate, which will then be sealed by Order Crystals.
The Gate in Dementia will also be sealed, so you will have to return to Tamriel via the Fringe and the Island in the Niben Bay. The portal in the Ayleid chamber will have disappeared.
