Once you are Archmage, having completed the Confronting the King quest, if you have recruited Virgilia, then when you next enter the Lodge at Gweden, a Dremora will appear and hand you a note from Raminus Polus.
The note informs you that a young Wizard has gone missing. Virgilia knows him; he's the one with whom she was trying to lose her viginity, back when she lived in IC with her parents. She insists on helping you find him.
Travel to the Arcane University to speak with Raminus. He'll suggest that Delmar could enchant Virgilia's armor with shield spells and make it a bit more protective. While that's happening, you can go to Cheydinhal and interview a candidate for the Council of Mages, which is two members short (Caranya and Irlav Jarol). Deetsan is due for a promotion as well. After that, perhaps Carahil at Anvil could be persuaded to join the Council?
Go to Cheydinhal and talk to Deetsan. Inform her that she now holds the rank of Warlock, and is installed as permanent head of the chapter, a post she already held in an acting capacity, because Falcar was dead.
The Council candidate turns out to be an Orc Battlemage called Orgul gro-Kurak, not what you expected at all, but a perfect companion for the attempted rescue of Randonil. You all travel to Anvil, where you talk to Carahil. She won't leave until a new Guild head is found for Anvil.
Collect Virgilia's armor from Delmar, and proceed to Fort Linchal (Raminus has received information that this is where Randonil was taken). He's in a cell in the second area.
Send gro-Kurak off to the Arcane University, and take Virgilia and Randonil to Anvil Mages' Guild.
Go and talk to Carahil again. When she repeats her protest that she can't leave Anvil without a chapter head, you offer that job to Randonil. Both accept and Carahil heads off to IC.
