At the Red Dragon Club, Taminwe has a request for an Orc to entertain the Ambassador who's on his way from Orsinium. Uriel VII had been stalling the Orcs' request for full provincial status, and they're making a new application to the Elder Council, now that there's no Emperor to turn them down.
Sugar would be ideal for the job, so you need to go back to Gweden and ask her if she'll do it.
After sending Sugar into the City, you continue into Anvil, where the Ambassador will have arrived on a ship from Wayrest. You meet him, a very large Orc named Gorthag, and his petite Breton wife, Lady Brienne. Gorthag asks you to guard them on their journey to the City.
As you follow the couple out of Anvil on the road towards Skingrad, you are ambushed by bandits at the same spot the Highwayman uses. Lady Brienne is unarmed, and runs away, but Gorthag stays and fights with you. When the bandits are defeated, you wait for Lady Brienne to re-appear, but she doesn't.
Gorthag decides he must continue to the City, and instructs you to keep looking for his wife. You know the nearby Hrota Cave is a popular lair for Bandits, especially if you've done the Fighters' Guild quest there, so you decide to check it out.
In Hrota Cave, you find more of the bandits (who strangely all seem to be Bretons). The leader of the band has a note on his body that reveals that this is all a setup, planned (most likely) by Queen Elysana of Wayrest. The contents of the note make it clear that Brienne is disposable.
You return with Brienne to the Red Dragon Club, and talk with Sugar, who has had a chance to "meet" the Ambassador. She notes that Gorthag appeared totally unconcerned about his wife's abduction. Even if he hated her, he should at least be worried that she would turn up again. Sugar suspects he knows exactly what was supposed to happen.
Brienne, not a Lady at all, but a prostitute at the Wayrest court, confesses her part. She was coached by Queen Elysana, who'd told her she would be smuggled back to Wayrest and rewarded when it was all over. The note to the Bandit leader contradicts that, and she feels betrayed.
She does have potential as a Red Dragon Club recruit. Her acting abilities were quite convincing, and Queen Elysana remarked on her other talents in the note. Talk to Sugar and Taminwe about her, and they'll agree.
Now ask Brienne about it, and gain another recruit for the staff. Sugar's going back to Gweden, so she can take over "orc duty". At this point, a new bar rotation will let Miranda and Tilasa get a bit more time for their other duties, too.
