In the North of the cemetery that is Green Emperor Way is a circle of columns around an obelisk. A similar circle surrounds a statue in the South, but it's the northern one that gets the girls' attention. They'd like a monument just like it for their parents. And they know you have at least 10,000 Septims because they helped you get it.
You start by going to the Office of Imperial Commerce in the Market District to ask there. Vinicia Melissaria suggests you begin by talking to Damian Magnus in the Warehouses on the Waterfront about the stone. The Imperial Trading company supplies all the stone the city uses.
Magnus can order the stone from the Valenwood quarries, and have it shipped straight to the Island. You'll need a mason for the job, and he thinks Ida Vlinorman might know a bit about masonery!
Ida will send your around to her next-door neighbour Marinus Catiotus , whose brother is a mason.
However, the brother, Terranis, is currently doing some work for the chapel in Bruma, so you need to go there and talk to him. He's staying at the Jerall View Inn.
Terranis can do the work, but he'll need laborers to help, and suggests talking to Newheim the Portly, harbormaster in Anvil. Apparently, ship's crews will take laboring jobs while their ships are refitted, and the cargoes taken on and off.
Varulae can provide passage for the work team, especially if they can help sail the ship. All she asks is that you find her a copy of "Charts of the Southern Seas". There isn't a bookshop in Anvil, so you head for the First Edition as your best bet. Phintias doesn't have it, but Southern Books in Leyawiin might. Go there and find the only copy in Cyrodiil.
While you were gone, the Serpents Wake left for the Island. The work will take about a month to complete. So you go off and do other things, but about half-way through the month, you get a message from Varulae that there's a problem. It seems that the Island has been invaded by Giant Mudcrabs, and the mason crew has no weapons to fight them off.
The Serpent's Wake takes you there again, and you kill five huge mudcrabs on the shore. You are aided by a wraith, who then guides you to a niche in the rocks, where's there's a small barrel. In the barrel you find a book that hints at the sisters' origin. It may be a work of fiction, or it may be based on the truth.
After the month is up, the monument will be finished. Go back to Anvil and get another ride to the island. After you see the monument and have talked to Terranis and the sisters about it, you can go back to Anvil. The mason's crew will ride back with you.
Talk to Astia Inventius about the subject of her next painting to close the quest.

180 | The mud-crabs are dead. Now construction can resume. But there's a wraith on the beach that seems to want us to follow it. | |
