Detailed Walkthrough
Finding Sugar
Talk to the folks in IC until you hear a rumor about an Orc with a strange name. The "Sugar" topic will then get you the extra information that she can be found every night in the Arboretum. Go talk to her there.
Axe Thief
Sugar will tell you about her need for a new pimp (she hit the last one with her axe) and about her friend Mazoga. If you have already started Mazoga's quest, then this will add some more background to that story, and Mazoga may have something to say about Sugar.
Sugar will tell you that her "negotiating axe" has gone missing, and would you get it back for her? If you ask the residents of the waterfront about it, they'll send you to either Armand, or if he's not available because one of the Thieves' Guild quests is active that has him in hiding or arrested, then they'll point you towards Methredhel.
Armand or Methredhel will call on the usual spy network and get word that the thief tried to sell the axe in Bravil You need to get more information from S'Krivva there.
S'Krivva will point you in the direction of Fort Cedrian. The information will have more certainty if you're in the Guild, as she'll have had the thief tailed there.
The thief murdered
The Axe Thief will be found dead in the Fort with the Axe still in his posession. It appears the marauders in the Fort, most of which you'll have encountered by the time you find the body, didn't want the axe.
Retirement to the Gold Coast
When you return the axe to Sugar, she's still short of a pimp, so she'll be happy to work in a Brothel where that side of the business is taken care of for her.
Notes
- Sugar will tell you a bit about Mazoga the Orc's childhood. If you talk to Mazoga after this quest, you'll hear it from the other side.

- Notes
- Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
- Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in random order.
- If an entry is marked as "Finishes Quest" it means the quest disappears from the Active Quest list, but you may still receive new entries for that quest.
- On the PC, it is possible to use the console to advance through the quest by entering
setstage quest stage. Wherequestis the internal name of the quest, andstageis the number of the stage you wish to complete. It is not possible to un-complete (i.e. go back) quest stages. See SetStage for more information.
