Bzuumz can be found in her holding pod at the Dwemer retreat at Deep Folk Crossing, where you can rent her services from the ghost of her Dwemer madam, Mzthlft. She's yours for the day, but since Mzthlft is unaware of the passage of time now, that's not an issue.
Before you can retrieve her from her pod, you'll need to turn the power back on, by manipulating the valves and buttons in the basement.
Changing her outfit
She has dialog options to suggest she should cover her naughty bits, or expose them. The coverage is minimal, but perhaps enough to avoid arrest.
