The Ghostly Argonian is in the abandoned cellar in the Waterfront District that Ocato has purchased for the Bear Riders. Before it can be turned into a recruiting office, he'll need to be persuaded to leave.
He is the one that ran the restaurant in Leyawiin that Weebam-Na talks about. It served Venison, in all manner of styles, until Jim, the hunter in the partnership, went mad and sent rats instead. Of course, this was the only time Weebam-Na went there.
