Tar-Meena, any of the Waterfront residents, or the people at the Riders' Lodge will tell you that Gudrun is looking for you, and you can find her at the Waterfront, near the Elena Marie. When you meet up with her there, she'll tell you that Chancellor Ocato is still pressuring her for more patrols in the Valus Mountains. So to stall for time, she's told him she can't recruit enough girls, and maybe a recruiting office in the city would help? With the scarcity of real estate there, she thought that would ne a real obstacle, but Ocato has found a cellar in the Waterfront that isn't being used.
You are about to find out why not.
And of course the place is haunted. The ghost is the chef from Leyawiin that Weebam-Na tells about. He started a restaurant specializing in Venison, and his partner would send it down in a small boat from the warehouse cellar in the city. But one day, the boat came in full of Rats instead of Venison.
After failing to cover up for the switch with heavy sauces and spice, he came up to the city to confront Jim. His partner had gone completely insane, and thought he was a Goblin (hence his new taste for rat meat). In the argument that ensued, Jim stabbed his partner and left him to bleed to death in the cellar.
If you haven't already encountered Goblin Jim and killed him, your next task is to go to Skingrad and find out where he is. This is the regular "Goblin Hunting" topic that leads you to get a map marker from Fadus Calidius at the Fighters Guild, for Goblin Jim's Cave
Gudrun is following you through this part of the quest and should be a major help with the goblins. The quest advances as soon as Goblin Jim is dead, but why not clear the cave while you're there?
Return to the Waterfront and inform the ghost of Goblin Jim's demise. He'll tell you that he can now leave the cellar to you and walk off and disappear.
Gudrun can now do what a woman does best, and that's shopping with someone else's money. She'll get the cellar nicely furnished as an office and pied-a-terre so that she can spend a few days each month recruiting (and probably shopping) in the city. During the two days that the reconstruction is taking place, the door will be locked (and unpickable). Gudrun will not leave the office to return to Bruma, until you've talked to her to end the quest.
