Haballa.

Haballa is the enforcer in the service of King Lhotun of Sentinel. She first came to our notice when she tracked down and punished Jomic, one of the kidnappers of Lhotun's brother, in Night Falls on Sentinel. She still performs similar solo missions for the King whenever the need arises. When she needs to be incognito, she covers her guard uniform with a black cloak, but that's not needed for the current task, which is the locate the Wayrest Painting, or Sentinel Painting as she prefers it to be called.

She comes to the Waterfront District looking for the Grey Fox, who she believes may be able to help her track down the painting. The Thieves Guild may not have been involved in the theft, but they usually know if anyone else is doing unsactioned jobs.
