Randonil is the young Altmer who, when he was a Mage Apprentice, tried to help Virgilia with her virginity problem. Her stepfather chased him out of the window, and her mother sent her off to Leyawiin to stay with her Aunt Rosentia, and he hasn't seen her since. Without that distraction from his studies, he has risen quickly to the rank of Wizard (researching Invisibility for the attempted seduction taught him the value of study!) and is well-liked at the Arcane University. Raminus Polus thinks he'll make a good chapter head some day soon.
When he found out that Virgilia had left Leyawiin, and taken up residence at Gweden, he decided to pay her a visit. On the way he was abducted by Necromancers, whether for ransom or something more extreme we never find out, and held at Fort Linchal.
After he is rescued, he is installed as head of the Anvil chapter, relacing Carahil, who in turn replaces the dead Caranya on the Council of Mages. This puts him in an ideal location for a weekly visit to Gweden, and Virgilia also visits him at the Guild.
