Gudrun will tell you that Ocato has asked for the Moutain Riders to expand their patrols into the Valus Mountains. She's dubious that it will work, as there's no snow and no trails.
She's found a girl in Cheydinhal who's willing to try out for the new patrol, but she's late arriving. Can you go find out what's delaying her?
When you get to Cheydinhal, you find that the reason she's late is that she's in the jail at the Castle. The recruit is a young Dunmer girl by the name of Ystrel, and she's quite capable of taking care of herself. She'd spent her last Septim on "one for the road" and didn't have any gold to pay her fine, after slapping a fresh Orc who'd got the wrong idea from her uniform. If she hadn't knocked him clear out of the tavern, the guards probably wouldn't have intervened, but when he landed in the street, it became a public offense.
Pay her fine and she'll follow you back to Bruma. Just don't touch anything without ducking.
When you get back, her bear has arrived from Skyrim, and Gudrun will escort you out to the back of the lodge so they can meet each other. Unfortunately, the bear won't let Ystrel on his back. He's wary of her for some reason. You deduce that she just doesn't smell right, and ask Gudrun what she likes to eat. Then you ask Ystrel the same question, and they both name the foods they were raised on, which are totally different. Gudrun's not certain if she needs to feed Ystrel the local food for a while, or just dab some Ale behind her ears, but they'll try both methods and see what works.
A week later, it's worked, and Ystrel and her bear have got together at last. She rewards you with a white teddy bear.

10 | I met the new Recruiting Captain for the Mountain Riders, a Nord called Gudrun. She tells me that Ocato has asked if the Imperial Legion could introduce bear patrols in the Valus Mountains like the ones in the Jerrals. She's not sure about that, but has found a Dunmer girl in Cheydinhal who is willing to give it a try. She's overdue reporting to the Lodge, and Gudrun asked me to find out why.
20 | I've been told that the reason the girl hasn't showed up in Bruma is that she's in jail here for an assault. I'll have to pay her fine and get her out of there.
30 | I've paid the girl's fine. Now to find out what really happened.
40 | Now I've heard her story, we need to go back to the Lodge at Bruma.
50 | Ystrel and I have arrived at the Riders Lodge at Bruma. I should ask Gudrun what happens next.
60 | Ystrel's bear won't let her ride it. I know it can't just be that she's not a Nord, because Claudia has no problem with hers. There must be another explanation. I know bears have a keen sense of smell, so maybe she just doesn't have the right scent?
70 | Gudrun is going to see if a change of diet will fix the problem with Ystrel and her bear. I should come back in a week or so and see if that worked.
80 | It's about time I went back to the Rider's Lodge to see if Ystrel's bear has taken to her, or if she's got herself in jail again!
100 | Ystrel has her bear at last. She's given me a toy bear as a memento. |
