Detailed Walkthrough

Patrols

Because this quest needs to refer back to the "Finger of the Mountain" spell and book, you need to have completed the Chorrol Recommendation quest. If you haven't done them all, then Tar-Meena's assistant will be in the Archmage's Lobby as an intermediary, because you won't yet be able to reach the Mystic Archives.

After Claudia starts her patrol, you can talk to the other girls about theirs. They will complain that they have to camp in the open, and never get any days off for a bit of fun. Since you know what kind of answer you'd get talking to the Captains at the Imperial Legion Headquarters, you decide to go straight to High Chancellor Ocato with the women's grievance.

Spell

A politician never agrees to a request without expecting something in return. In this case, Tar-Meena has found evidence in the Archives of the existence of a spell called the "Skull of the Mountain". It is expected to be a Destruction spell of considerable power, and he doesn't want it getting into the wrong hands.

Tar-Meena's only clue was a mention of Fort Horunn, so that's where you need to look. The spell is in a chest there. Return it to her and she'll start to translate it. Meanwhile let Ocato know it has been found, and he'll agree to raise the matter of the Mountain Riders at the next Council meeting.

Building

The Elder Council meets on Middas, and you should go talk to Ocato after that. Tar-meena is also taking her time to decypher the spell book, so these events may happen in either order. The only one that really matters for completing the quest is the council meeting, but the spell will be important in a later quest.

10 The Mountain Rider girl told me she was getting tired of the routine on her patrol in the high Jerrals. They'd all like a few days off from time to time, in pleasant company, and indoors in the warm! I know the Legion Captains won't be any help, so I'd better go straight to High Chancellor Ocato about this.
20 I spoke to Ocato, who was surprised at the poor treatment of the Mountain Riders. But he's unwilling to spend what it would take to provide them a headquarters unless I contribute by helping him with another issue. It seems that there is a mysterious book called the Skull of the Mountain that needs to be found before it falls into the wrong hands.
30 At the Mystic Archives, Tar-Meena told me about the book, the Skull of the Mountain, or at least, the little she knows. The only clue suggests I should look in Fort Horunn, up in the Jerrals.
40 I found the book in Fort Horunn, as suspected. I need to take it back to Tar-Meena to see if she can do anything with it.
50 Tar-Meena will need a day or two to examine the book. I should return to Ocato and let him know it has been found.
60 Chancellor Ocato was pleased at the news that I'd found the book. He's agreed to propose the building of a headquarters for the Mountain Riders at the next session of the Council.
70 I wonder if Tar-Meena has had any success with the Skull of the Mountain yet? I should return and ask her.
80 Apparently the book describes how to cast a powerful destruction spell. Unfortunately, the Magicka required would be more than any mage could achieve, so she's not sure what good it would be.
90 Tar-Meena agreed that a trap was the perfect use for the spell.
100 0Yes Chancellor Ocato tells me the Riders' Lodge is approved and construction has already begun. It will probably be complete before I return to Bruma.
