The quest begins when you come across the Nunnery of Dibella at the end of a lake in the Colovian Highlands. If you speak to one of the nuns, she will tell you that they are a New Order, training to fight the Daedra that invaded at Kvatch, but their Master, a Khajiit called Ri'Shathra, has been kidnapped by marauders and imprisoned in Infested Mine.
Ri'Shathra is in a cell on the main level of Infested Mine. The key to his cell is lying on the table in the first room on that level, so be sure to pick it up when you pass through. When you find him, he won't be exectly eager to escape, however, as he really doesn't want to return to the girls without some rest.
He will explain that when the girls decided that wanted to fight the Daedra back from Kvatch, he could see that they would be wasted in that cause, so he persuaded them to get some training first. He found an abandoned chapel and farmhouse up in the Colovian Highlands and brought them there to safety.
His idea that he would provide them a little weapons training to keep them occupied backfired, and they were getting stronger and more vigorous, while he was getting weaker trying to please three girls at once.
He suggests you go ask the Wise Woman Dro'Shanna for advice, so you go and find her cabin further up the valley on a ridge overlooking the wayshrine of Stendarr. She has an idea for making a "special potion" for Ri'Shathra, that will restore his damaged endurance, and allow him to keep the girls happy. In reality, it will be his excuse for turning down their demands when he needs to recover, as he will claim to be useless without it.
She can make up a convincing potion from Mandrake Root, so you need to collect 20 for her. Fortunately they're around almost every rock up here in the hills, so you'll have little problem finding them. Take them back to Dro'Shanna and wait while the potion brews.
Explain the scheme to Ri'Shathra and give him the first bottle. He will understand that he can now say "no" when he needs to, and agree to return to the Nunnery. The nuns won't like the rationing, but Ri'Shathra will. This solves his problem, but the girls' equally valid one will have to wait until the Oblivion Crisis is over.

50 | I found Dro'Shanna's cabin up in the hills.
60 | Dro'Shanna has asked me to collect 20 Mandrake roots for her, so she can make a potion for Ri'Shathra. The idea is that he will tell the girls that he needs the potion to restore his abilities, and that supplies of the potion are limited.
70 | I have collected enough Mandrake for Dro'Shanna to make the first batch of her "Special potion",
80 | I have given Dro'Shanna the Mandrake roots. It will take a day to brew the potions.
