In the month after you become Master of the Fighter's Guild, or later, when you go to collect your earnings from the Master's chest in Chorrol, Modryn Oreyn will tell you that there is more trouble in Leyawiin. This time it's not the Blackwood company at fault, but the Black Bow Bandits. It appears they're getting extra supplies of weapons, and the Count wants that cut off.
When you get there, the people are talking about the pirate ship in the docks. You investigate, and find a Blackwood Company guard on the ship, who tells you the crew left in a rowboat going south. The boat can be found at a small dock along the Western shore of the bay, and there's a crate in it containg a Black Bow, and a White Bear Pelt - the Black and White that named the quest.
A white pelt is unusual, so you go back to Gweden to ask Darwen, the bear specialist, about it. She's seen a white bear before, up in the mountains on the border with Skyrim, where they are used as riding animals, because of their ability to run on the icy slopes. She's never heard of them being hunted for their pelts, because they are too valuable as mounts, so she's curious how the pelt got there. She comes with you to help as a tracker.
You follow a trail from the rowboat to Undertow Cavern, which confirms the bandit link (if a Black Bow wasn't enough) but since there was no ship's name on the rowboat, you haven't enough proof yet. Take the pelt into town and talk to Gundalas, who just bought another from a Khajiit stranger. The townspeople either don't know her, or don't want to talk, but the beggars will tell you she's the Damsel's captain.
Now you have enough proof, go back to the Damsel. The main door is locked, but you can enter through the balcony door at the poop end. Kill the Captain, and open the main door with her key, so that Darwen can enter if she didn't follow you over the stern.
The crew are all on the mid deck (five of them). When they are dead, go down to the lower deck and you'll find Wave-Walker, the Blackwood Company guard, locked in a hold. Release him, and talk to him about the ship.
Go to the Blackwood Headquarters, and talk to Jee-Tah. He's the Argonian you first met in Bravil, when Maglir defected. Jee-Tah tells you he was opposed to the use of Hist sap, and has only returned to Leyawiin now that's over. He likes your idea of taking over the Damsel to patrol for pirates, but declines the command, (probably because he gets sea-sick!) and recommends Wave-Walker for the job.

30 | The ship is being guarded by one of the few remaining Blackwood Company members. He's an ex-sailor himself, and would much rather be out at sea, but at least he's on a ship. He told me the crew left in a rowboat and headed south along the West shore of the bay. | |
40 | I found a rowboat, and there was a crate with a bow and a bear pelt in it. The bow looks like the type the bandits use, but the pelt is unusual, being white, rather than black or brown. I think I'll take it to Gweden and see if Darwen can tell me anything about it. | |
50 | Darwen recognized the pelt as one from Skyrim. That suggests smugglers, but doesn't really prove anything. However, she's offered to come with me and help track the smugglers down. | |
60 | Darwen and I have returned to where I found the rowboat, and she's found a trail that might lead us to the smugglers. I'll follow her and see what we can find. | |
70 | We followed the trail and it led us to Undertow Cavern, which confirms the Black Bow Bandit connection. I still can't be certain the rowboat was the one Wave-Walker saw, so the link to the ship is uncertain. The bear pelt is our only real clue. I should ask Gundalas what it's worth. | |
80 | Gundalas was surprised to see another white bear pelt. He'd bought one from an Argonian he didn't know just the day before. He only paid the same as he would have for a regular bear pelt, but the stranger didn't complain. I'll ask around town to see if anyone knows who the stranger was. | |
90 | A beggar informs me that the Argonian stranger is from the crew of the Damsel, so now we have the connection we needed to confront the pirates. | |
100 | We found Wave-Walker imprisoned in a cabin in the Damsel. He'd been seized by the crew when he noticed something suspicious. I've talked to him about the prospects for the ship, and we've come up with an idea that might solve a number of problems all in one go. I need to speak with Jee-Tah at the Blackwood Company Headquarters. | |
110 | Jee-Tah tells me he's glad for the opportunity to make the Blackwood Company a legitimate enterprise again. Patrolling the Topal Bay for pirates would keep them all busy, and out of competition with the Fighters' Guild. Wave-walker gets to be the new Captain of the Damsel. Jee-Tah is quite content to do the office work on land. |
