The office began as a cellar belonging to the Imperial Trading Company. It was rented out to an Argonian from Leyawiin as a storeroom for venison, which was shipped down to his restaurant on a weekly boat. These arrangements came to an end when the Argonian died, and his ghost was said to haunt the cellar, making it hard to find another tenant.
After the ghost leaves in the Town Bear and Country Bear quest, it is refitted as an Office and pied-a-terre for Gudrun when she visits the city.
