The Imperial Mountain Riders, to give them their official designation, are members of the Imperial Legion who ride white bears to patrol the rugged paths of the Jerral Mountains on the borders of Skyrim. The bears are preferred to horses for this environment because of their better grip on the ice and snow, as well as their greater fighting capacity, which is useful in a remote and relatively lawless area.
The bears are quite particular about who they'll allow to ride them. This is why the riders are all women and mostly Nords, the race with whom the bears are most familiar. It is not known why the bears prefer pretty girls as riders, but nobody's arguing with them. It is also believed that the bears' preferences influenced the design of the uniform, as they like the feel of skin in the same way we like the sensation of fur.
The girls' uniform may appear a little chilly for the cold mountains, but a combination of the bear's fur and an enchantment of Frost Shield keeps them warm. Although it is nominally heavy armor, it is light enough to provide free movement against more nimble opponents. A silver longsword is standard equipment for Legion riders in the lower elevations, but the girls prefer a claymore for its greater reach.
The Trap demonstration quest establishes the existence of the Ayleid chamber and the Dawn in the Valus Mountains quest a further connection with the Mythic Dawn. These factors come together after the player has completed both the Oblivion and Shivering Isles Main Quests with a further set of quests about a revenge attack by Mehrunes Dagon on the new Sheogorath's Realm.
The bear riders themselves take only a small part in these additional quests, but they follow on logically from the events of the earlier series.
